Here is the text of the story in today's Capital. Our condolences go out to his family. Jerry lived at the end of Cross Road. We have no details as to funeral arrangements.

Body identified as missing kayaker

A body found on a quiet south county beach Friday afternoon has been identified as a kayaker who went missing two weeks ago, Maryland Department of Natural Resources Police officials said.

Jerard 'Jerry' Robert Welsh, 49, who lived alone near Annapolis, went missing Nov. 3.

On Friday, a woman walking the shoreline of Beverly-Triton Beach Park in Mayo discovered a body on the sand near the waterline. Police said today the body has been identified as Welsh.

A good Samaritan on a sailboat last saw Welsh kayaking off the mouth of Oyster Creek, near Highland Beach just south of Annapolis.

When the boater returned from his trip, he found the yellow kayak that Welsh had been paddling empty and drifting, with a life jacket and paddles floating nearby.

Welsh's Chevrolet Avalanche was parked near the Oyster Creek Community Harbor, and his family told police they hadn't heard from him in days.

For 15 hours, crews combed 62-square nautical miles before suspending the search on Nov. 4.

Vote to Change the Charter of Oyster Harbor

In the last newsletter and on the OHCA web you will find an opportunity to vote to change the charter of Oyster Harbor. We need to change the charter to allow us to develop, buy and sell property and to potentially raise a mortgage.

Many residents and property owners over the past several years have expressed interest in developing the community's lot on Harbor Road; others have talked about selling it to give the community the opportunity to invest in purchasing other property. In addition, we've heard several residents inquire about our ability to "buy" a home here in the community and use it for a clubhouse. None of these options can be pursued, however, until we, as a community, change the county tax charter.

Your board is unanimous in urging you to sign the form and return it to our community manager as soon as possible. I stress that signing the form will give our community an opportunity to develop more facilities but absolutely does not commit us to any expenditure or decisions on expenditures-no decisions can be made without OHCA approval.
