The annual election of OHCA Officers and Board members is set for Tuesday, September 22, beginning with registration at 7 p.m. and the nominations and voting beginning at 7:30 p.m. All OHCA members who are in line to register before 8 p.m. may vote.

A newsletter is in the mail to you that will include details about the election along with the candidate bios. This information also has been posted on the website. Just click here. You will also have an opportunity to meet with the candidates at the happy hour on the beach this Saturday.

Report of the OHCA Nominating Committee
 
The OHCA Nominating Committee was appointed by the OHCA President and met on Tuesday, September 8, 2009, and unanimously recommended the following OHCA members for the Officer and Board positions as noted below:
 
Positions to be filled at Tuesday, September 23rd OHCA Election:
  • All officers - for one-year terms
  • Five board members - three for three-year terms; one for a two-year term; and  one for a one-year term, the latter two to serve the terms of Board members who have resigned

Candidates for OHCA Board

*KATHY BURK - Kathy Burk has lived in Oyster Harbor for 16 years at 1354 Washington Drive, with her husband, Jim, and their two children, and has been an active, integral member of OHCA for the past 10 years. Currently completing her three-year term on the board of directors, where she has been Chairman, Kathy has also served as chairman of various committees (Roads, Beach, and Community Property), and President of OHCA.

In addition to her OHCA volunteer responsibilities, Kathy is a marketing professional with management experience in both profit and not-for-profit environments. Currently, she works part-time as a freelance consultant, providing strategic direction, program development, and project management insight to varied clients.

Kathy is proud of the accomplishments OHCA has made in recent years: 1) Improved financial reporting and management: streamlined processes, clear accounts, and increased transparency. 2) Foundation laid for developing long-term fiscal and strategic plan: investigating reserves study, currently surveying key infrastructure (bulkhead, fishing pier) for life-expectancy, options being explored for use of community lots, in preliminary stage of recommending change to OHCA's "purpose" (as defined by county) so we can purchase property. 3) Increased focus on community-wide priorities, collaboration, solving problems. 4) Hiring of a part-time office administrator to assist with project coordination and help us operate more efficiently. 5) Establishment of "Environmental Committee." 6) Increased communication with county representatives. 7) Stronger participation and commitment within committees. Kathy wants to continue serving on the Board as there is still much to do and views these as pressing priorities:
  • Completion of roads and drainage plan.
  • Increased and timelier communication via website and newsletters.
  • Committee charged to evaluate and recommend changes our Constitution.
  • Greater transparency and more efficient processes in managing the association (non-tax) accounts.
  • Continued momentum for long-term strategic and capital expenditures plan.
Kathy's knowledge and understanding of our rich history, our diverse needs, our policies and procedures, and her tenacity and ability to work for change make her proud to be a candidate for a second 3-year term on the OHCA board of directors. ROBERT (Bobby) EYSTER - My name is Bob Eyster and I have lived in the Oyster Harbor community at 1251 Creek Drive with my wife and daughter for 20 years and am looking forward to serving the community to the best of my ability.

I am retired, after 31 years, from the Annapolis Fire Department as a Lieutenant. I also retired from the IT department of the City of Annapolis after eight years of service. I served in the U.S. Army in Viet Nam from 68-69.

I served as Vice President of OHCA from 06-07. I am currently on the Roads Committee and Community Properties Committee. I was a member on the Board of Directors of the Maryland Seafood festival. I served as Chairman of the festival. I was chairman of the facilities Committee, responsible for setting up and tearing down the festival. I left the festival in the late 90s. I served as President of local 1926, The Annapolis Professional Firefighters in the early 70s.

DAVID B. GINSBURG - David Ginsburg and his wife, Jackie, have been living at 1335 Fishing Creek Road for almost 10 years, which to them still makes them relatively new to the neighborhood.

David is an attorney with the firm of Wingfield & Ginsburg in Washington, DC. His wife, Jackie, is a local pediatrician. They enjoy being near the water and are boaters. David enjoys being part of a neighborhood that pulls together, whether it's a fire or a hurricane, or even just adjusting dock lines or retrieving a stray trash can. When his and Jackie's boys had an apprehension of dogs, their neighbors made a project of getting them comfortable around their pets. Now the boys want a family dog, but are concerned that the family cat may object.

*JANE MILLER - Jane Miller has lived in Oyster Harbor for 17 years on Thomas Point Road. Having lived all over Maryland, she feels fortunate to have found a home this community. She was elected to the Board for a one-year term last year.

Currently retired from the State of Maryland, Jane was formally a manager in Administration and Human Resources. Today she is a volunteer for various activities and serves as a Board member for an animal rescue group, Cats R Us. She considers herself an environmental activist. Her hobbies revolve around crafts, animals and cooking. And, she holds the title for "Best Crab Soup," awarded at the Volvo Ocean Race and Baltimore Seafood Festival.

On becoming a Board member, she said, "I respect the proactive direction of our officers and Board at this time. Further, I am committed to preserving what drew us to this community and to act on behalf of our community."

LINDA NIVENS-EPPS - My name is Linda Nivens-Epps. I and my husband, Kenneth, reside at 1430 Howard Road. We have lived in this community over 14 years and have raised our two daughters, Danielle and Sasha, here in our beloved Oyster Harbor. However, my attachment to Oyster Harbor started back in 1969 when I was a child. I would spend time here with my aunt and uncle, Vera and Tom Driver.

I have many years of accounting, payroll and HR experience, I've worked for Socrates Technologies, and Parks Sausage, and I am currently employed by an Inferred Technology Systems Service. I also have volunteered both at my children's school and in my church community with the youth outreach, Usher Board and Choirs.

I have diligently and with positive results served as compliance chair for little over three months, however, over the previous years I have been aggressively proactive in security for the beach and along the dark corridors of Oyster Harbor. I have given Shore Drive and Ellis projects my undivided attention by being in continuous contact with BGE to have lights installed, to assist in the safety of our community. I have taken the time to meet with the Anne Arundel County police department and fire department to receive guidelines and information to better secure our Community Areas and roads.

Candidates for OHCA Officers

CANDIDATE FOR PRESIDENT: *IAN MACKINNON - Ian has more than 25 years of experience in the computer and IT industries and is a founder and President of ServicePower. In April 2000 he successfully oversaw the IPO for ServicePower on the London Stock Exchange.

Within the community, Ian was elected to the Board two years ago and served as Board Secretary. Last year he was elected Vice President and stepped in to serve as President upon the resignation of the last president.

"I believe my contributions to the community have been:
  • orchestrating the removal of the power cable limiting access to Oyster Creek at no cost to the community
  • introducing electronic vouchering, e-mail board voting, and generally pushing for more use of technology to help us be more efficient and better able to communicate to community residents.
I am a strong environmentalist, and support various campaigns to minimize the impact our community has on the environment but, we must finish the roads project so we can move onto other projects.

I believe that we should encourage as much community involvement in running Oyster Harbor as possible and if elected will encourage more members to get involved through our committees.

As a pet project, I'd like to understand the cost and feasibility of the community having its own community center and facilities, possibly in cooperation with Arundel on the Bay community.

CANDIDATE FOR VICE PRESIDENT: TROY JULIAR - Troy Juliar and his wife, Rebecca Myers, moved into their house in Oyster Harbor at 3320 Arundel on the Bay Road two weeks before the arrival of Hurricane Isabel. This was fortuitous. Having exhausted all their bad luck in their first month of residing here, life since then has been blessed with a new son, good work, and wonderful friends and neighbors.

They have come to care deeply about this community, its people, and potential. That is why he wants to serve as Vice president.

Troy is vice president, acquisitions and content, for Recorded Books, LLC, which records and sells over 1,000 audiobook titles in the US, UK and Australia. CANDIDATE FOR RECORDING SECRETARY: *ARLENE RANKIN - I am a native Washingtonian and have enjoyed the community of Oyster Harbor for over 46 years. As a little girl, crabbing and boating at Dr. Johnson's summer home on Washington Drive with my family brings back fond memories. In 1986 while working for the Defense Department, my father (Harry L. Jackson) and I purchased a lot on Arundel on the Bay Road, where he lived until his passing in 1997. "Jack" as many neighbors called him, took care of the beach and other public property in Oyster Harbor. In 1997 my family and I moved to Oyster Harbor.

After leaving the federal government in 1988 I owned and operated a small print shop/copy center on Capitol Hill; served as assistant to the VP of a property management firm; worked for UPO as a housing/employment counselor; sold real estate with Century 21; and as a HUD-certified housing counselor with the Anne Arundel County Community Action Agency in Annapolis.

As a means of continuing to help and educate homeowners, I am currently a licensed loan officer with Academy Mortgage, LLC, specializing in Reverse Mortgages. I am a notary public, a member of the AAC MLK Dinner Committee, and was a recipient of the 2008 MLK Drum Major Award; VP, AAC Chapter of the Continental Societies, Inc., a group whose mission is to serve underprivileged children in Anne Arundel County; a board member of Baltimore Neighborhoods, Inc.

I volunteer at the Housing Authority for the City of Annapolis, holding Budgeting and Credit Repair workshops for individuals and families living in public/subsidized housing, and have been a provisional judge with the Board of Elections of AAC for the last 5 years.

CANDIDATE FOR CORRESPONDING SECRETARY: *ELVIA THOMPSON - Elvia Thompson runs a web and print design and public relations consulting business from her home in Oyster Harbor. Elvia is a retired federal employee. Her last assignment was at NASA headquarters. She worked primarily as a policy writer. She has a Master's Degree from Florida International University and a Bachelor of Arts Degree from the University of Miami.

Elvia serves on the boards of the Annapolis Maritime Museum and the Spa Creek Conservancy and is vice president of the Eastport Business Association. In 2007 Elvia founded AnnapolisGreen.com to consolidate local environmental connections and help people live an environmentally responsible life in this area. Annapolis Green works cooperatively with Green Drinks Annapolis, which provides the "fun part of environmental awareness" that brings people together.

Elvia has lived in Oyster Harbor for five years and founded the community website and email blast system. She enjoys both sailing and power boating.

CANDIDATE FOR ASSOCIATION TREASURER: *NAOMI PERRY - Naomi Perry has been a resident of Oyster Harbor since 1952. Her two sons also live here.

Her son, Joe Butcher, is a former member of the OHCA Board.

Naomi has been Association Treasurer for 13 years. She would like to continue her service to the community where she has spent so much of her life.

CANDIDATE FOR FINANCIAL SECRETARY: *GARTH WELLS - Garth has been a resident of Oyster Harbor for four years. Last year he volunteered for the position of Financial Secretary when the position became vacant mid-year.

Garth has 12 years' experience underwriting, and finding the debt and equity for commercial real estate. As part of his work experience, he must manage the budgeting and financial dealings of several large projects.

His hobbies include racing sailboats, golf, teaching his son to walk and enjoying the community beach swings.

CANDIDATE FOR SPECIAL TAX TREASURER: PATRICIA JENKINS - Patty Jenkins and her husband, Bill, have lived in Oyster Harbor for 14 years at 1349 Washington Drive. They have two children, Billy and Annabelle.

Patty has been involved in OHCA for the past 10 years, volunteering for different projects and committees, including past nominating and elections committees. For the past four years, she has been the recreation chair.

In addition to OHCA, she also does volunteer work for St. Mary's School and the Maritime Museum in Eastport. Patty is retired from a law firm in Washington, D.C., where she worked for 25 years. In this position, she handled all of the financial needs of the firm, including billing, accounts payable, bookkeeping, retirement accounts, insurance benefits, and payroll.

She is looking forward to holding the position of Special Tax Treasurer, where she can further contribute her talents, skills, and knowledge about Oyster Harbor to the community. As we did last year, there will be a community picnic at the Community Beach on Shore Drive on Saturday, Sept. 19th at 5 p.m.

Come and enjoy the evening with your neighbors and meet the candidates and discuss community matters with them. Please bring a potluck dish to share, a chair and BYOB.

We will be mailing a newsletter, emailing, and posting on the website, www.oysterharbor.org, information about nominated candidates before the beach party and the election.  

Nominations from the floor on election night are allowed. Retiring officers and board members may run for any office.

Committee Chairs are NOT elected but are appointed by the President after the elections. We have had great Chairs and committee members and Oyster Harbor reflects their efforts. Annapolis Green works cooperatively with Green Drinks Annapolis, which provides the "fun part of environmental awareness" that brings people together.

Elvia has lived in Oyster Harbor for five years and founded the community website and email blast system. She enjoys both sailing and power boating.

CANDIDATE FOR ASSOCIATION TREASURER: *NAOMI PERRY - Naomi Perry has been a resident of Oyster Harbor since 1952. Her two sons also live here.

Her son, Joe Butcher, is a former member of the OHCA Board.

Naomi has been Association Treasurer for 13 years. She would like to continue her service to the community where she has spent so much of her life.

CANDIDATE FOR FINANCIAL SECRETARY: *GARTH WELLS - Garth has been a resident of Oyster Harbor for four years. Last year he volunteered for the position of Financial Secretary when the position became vacant mid-year.

Garth has 12 years' experience underwriting, and finding the debt and equity for commercial real estate. As part of his work experience, he must manage the budgeting and financial dealings of several large projects.

His hobbies include racing sailboats, golf, teaching his son to walk and enjoying the community beach swings.

CANDIDATE FOR SPECIAL TAX TREASURER: PATRICIA JENKINS - Patty Jenkins and her husband, Bill, have lived in Oyster Harbor for 14 years at 1349 Washington Drive. They have two children, Billy and Annabelle.

Patty has been involved in OHCA for the past 10 years, volunteering for different projects and committees, including past nominating and elections committees. For the past four years, she has been the recreation chair.

In addition to OHCA, she also does volunteer work for St. Mary's School and the Maritime Museum in Eastport. Patty is retired from a law firm in Washington, D.C., where she worked for 25 years. In this position, she handled all of the financial needs of the firm, including billing, accounts payable, bookkeeping, retirement accounts, insurance benefits, and payroll.

She is looking forward to holding the position of Special Tax Treasurer, where she can further contribute her talents, skills, and knowledge about Oyster Harbor to the community. Oyster Harbor Beach

As we did last year, there will be a community picnic at the Community Beach on Shore Drive on Saturday, Sept. 19th at 5 p.m.

Come and enjoy the evening with your neighbors and meet the candidates and discuss community matters with them. Please bring a potluck dish to share, a chair and BYOB.

We will be mailing a newsletter, emailing, and posting on the website, www.oysterharbor.org, information about nominated candidates before the beach party and the election.  

Nominations from the floor on election night are allowed. Retiring officers and board members may run for any office.  
After the Elections

Committee Chairs are NOT elected but are appointed by the President after the elections. We have had great Chairs and committee members and Oyster Harbor reflects their efforts. We hope that the present Chairs and committee members will continue or that many of you will choose to Chair a committee or join a committee where vacancies need to be filled.
